

The Belgo-Burkinabe bilateral cooperation program for 2018-2022 required a clear baseline measurement of its starting point to effectively track progress. Enabel, the Belgian development agency, needed to collect and analyze robust primary data for the indicators of its four-intervention portfolio, particularly for the component focused on inclusive and sustainable entrepreneurship.
Akvo's role was to execute a precise and large-scale survey of the formal enterprise sector in the Center-East region. Targeting a representative sample of approximately 2,700 businesses across commerce, crafts, services, and industry, the project gathered data on key metrics such as job creation (disaggregated by gender), access to financial services, and the quality of local infrastructure. The process involved digitizing questionnaires, training enumerators, rigorous data collection, and sophisticated analysis. This data provided the empirical foundation for setting realistic targets and enabled Enabel to measure the true impact of its efforts to stimulate economic growth and create decent jobs in the region.
